Dogs should always be kept on a lead in public places unless you have been advised otherwise. And please remember to 'scoop' the poop! Hopefully, if we ALL kept our dogs under control and remembered to clean up after them, more hotels, guest houses, pubs and parks etc. would permit dogs inside.
